Hi,

I have done some minor fixes to the Elvandar city council:
– You can now ‘sort’ laws in a different order if you are council member
– You can now retitle laws if you are council member

These changes are just meant to ease your reading and to let you better make titles reflect actual content in a managable way. So please use responsibly (aka not sabotage it even if you are “evil”).
